Truevance has recently been awarded the Plant Contract Inspector (PCI) Master Contract for the state of Kentucky by AT&T Southeast. The new contract will require Truevance to hire upwards of 30 experienced Plant Contract Inspectors for positions located throughout the state in the areas highlighted on the following map:

Truevance is actively seeking applicants in the following categories:
- Experienced Plant Contract Inspectors with previous AT&T PCI experience;
- Experienced Plant Contract Inspectors with non-AT&T ILEC or CLEC PCI experience; and
- Experienced individuals with telephone company technical background.
The following Plant Contractor Inspector positions are available:
- PCI-01 - Regular OSP Inspector
- BSI-01 – Buried Service Wire Inspector
- CLI-01 – Cable Locate Inspector
- DCI-01 – Damage Prevention Inspector
- CMI-01 – Core Installation & Maintenance Inspector
- BCI-01 – Broadband Contract Inspector
Job Qualifications
Work Experience and Knowledge
Broad based and extensive past work experience in a PCI position with AT&T and/or other communications carriers is preferred. Strong preference given to individuals who have recent AT&T experience and are familiar with the assigned geographic area and its work procedures. It is expected that Inspectors will be well-trained professionals who have a working knowledge of Outside Plant as well as Core Installation and Maintenance (CIM) practices.
General Requirements
PCI’s will be responsible for:
- Supplying their own cell phone, transportation and required small tools.
- Dressing appropriately and in accordance with our customer’s and/or Truevance’s dress code.
- Acting in a professional manner at all times.
- Being readily accessible, preferably by cell phone.
- Utilizing a company supplied personal computer (if required) and mapping software to access our customer’s plant records and/or EWO.
- Utilizing company provided locate equipment (if required).
Representative Job Tasks
The following tasks are representative only and not all inclusive of the tasks required of the specific Plant Contract Inspector position:
Pre-Construction, Construction and Post-construction Inspection Services job tasks for a Regular OSP Inspector are as follows:
- Verifying the correctness of job pricing, material listing, scheduling, etc. and verifying the availability of material for the jobs. (Does not include any ordering of material).
- Meeting with OSP engineering personnel at job locations to assist in pre-design coordination. Suggest alternative placing methods to improve price efficiency of the OSP contractor.
- Investigating material discrepancies and assisting in reconciling the differences.
- Pre-surveying jobs to identify roadblocks and assure that jobs can be worked as engineered.
- Disbursing required permits to OSP contractors.
- Coordinating site visits with potential construction contractors for individually bid jobs.
- Meeting with customers and investigating facts related to customer complaints, right of way discrepancies, damages, etc.
- Coordinating job changes with responsible OSP engineering entity and with construction contractors. (Note: Requires our customer’s interaction with the OSP engineering entity if design changes will require additional dollars).
- Investigating errors that could cause material discrepancies between OSP records and placed facilities and assisting in reconciling the differences.
- Following up to ensure that work is performed in accordance with permits.
- Coordinating with OSP construction contractors on specific municipal and state operations requirements, e.g. work area protection, bore profile logs, etc.
- Verifying OSP construction contractor billing, noting changes from design and any errors in over or under billing.
- Performing census and scheduled quality inspections for all contracts.
- Performing other types of inspections as required in accordance with the required response time.
- Submitting initial damage claim paperwork and providing additional information as needed to the customers designated manager.
- Performing pole inspection checks on pole inspection contractor and recommend replacement of new pole vs. bracing.
- Verifying that the inspection was performed and the pole was dug up, drilled and sounded.
- Verifying wire center information, pole IPID number, class and size of pole that was inspected.
- Verifying by using “unique plant identifier” numbers whether an old pole that has been left on the records still exist in the field or needs to be remove from the records.
- Providing photos and sketches of pole to be used to engineer pole jobs.
- Verifying status of pole transfers or next to go for use with customer’s database.
- Able to use laptop PC equipped with Streets & Trips software and GPS receiver as well as mobile mapping tool and a digital camera.
- Able to use pole pull finder, height stick and measuring wheel to perform pole inspections.
BSI-01 Buried Service Wire Inspector
- Inspecting quantity, length and depth of BSW or innerduct usually placed from property line to the side of the house.
- Meeting with customers and investigating facts related to customer complaints, right of way discrepancies, damages, etc.
- Checking to see if work performed in a timely manner.
- Verifying BSW contractor billing, noting changes from design and any errors in over or under billing.
- Performing census and scheduled quality inspections for BSW contracts.
- Determining if innerduct was placed and if ends caps and pull string were present with slack.
- Determining if water meter type box was placed and, if so, were conduits marked.
- Determining if bore pipe was used, and, if so, inspecting length and depth.
- Able to use company issued locate equipment and camera.
- If paying by ticket review method for checking for duplicate billing.
- Verifying that the locate request was properly located and timely.
- Able to utilize a personal computer and mobile mapping software to access the customer’s plant records.
- Must be familiar with facility locating procedures, and the responsibilities of our customers facility locate contractors. May at times be required to spot-locate facilities, requiring access to plant locating tools such as cable locator, laptop computer and mobile mapping software used by our customer.
- Verifying presence/continuity of our customers field locate remarks.
- If needed, providing inspections for Facility Protection (FP).
- Checking to determine if contractor is billing on a timely manner.
- Checking to determine if High Profile (HP) and Facility Protection (FP) are billed within the same ticket.
- Able to use company issued locate equipment and camera.
- Coordinating with Damage Prevention and verifying correctness and accuracy of Cable Locates.
- Submitting damage claim paperwork and providing additional information, as needed, for any damages found in field to Network Manager.
- Providing photos and sketches of any incorrect locate which resulted in damages.
DCI-01 Damage Prevention Inspector
Monitoring designated routes/work locations as specified by the customers Network Operations
- Engaging and providing appropriate contact information to excavators.
- Verifying presence/continuity of the customers field locate remarks.
- Comparing/validating project utilizing customers existing facility records as kept in mobile mapping, or EWO (if applicable)
- Informing our customer of any missing or damaged facility or cable route signs.
- Notifying appropriate customer representative of excavation law violations.
- Working/coordinating with contractors to keep locates ahead of digging activities and to stay ahead of customer’s cable relocation schedules.
- Must be readily accessible, preferable by cellular telephone. Must be familiar with facility locating procedures, and the responsibilities of our customers facility locate contractors. May at times be required to spot-locate facilities, requiring ability to use plant locating tools such as cable locator, laptop computer and mobile mapping software used by our customer.
- Inspector’s Manager will screen facility locate transmissions for situations where the customer has high-profile (major) facilities at risk, as defined by the customer and communicate to Damage Prevention Inspector to take additional action as needed to protect these facilities.
- Providing contact information to excavators and informing the customer of apparent excavation law violators, and work with contractors to avoid potential damages due to projects, relocations etc.
- Making proactive visits to frequent damagers and/or excavators within that community as one of our customer’s representative liaisons. These visits will be at the direction and request of our customer and written documentation of same will be provided by the Inspector to our customer.
- Participating in damage post-mortem investigative activities where appropriate.
- Consulting on-site with property developers (etc.) to resolve real-time discrepancies, in concert with the customers engineering group. Inspector will communicate said resolutions in a form that Engineering can utilize to effectively update our continuing property information.
- Able to use a digital camera, lap-top computer and mobile mapping software in the field in order to consult customer’s latest records and EWO activity as well as be available to our customer for consultation.
CMI-01 Core Installation & Maintenance Inspector
Post Quality Installation Inspections and Inspection Services job tasks for a CMI are as follows:
- Verifying the correctness of job installation, materials used, proper customer billing, (if appropriate), verify correct facilities, and customer satisfaction and record and input said findings into the customer’s data systems.
- Suggesting alternative Installation/Placing methods to the Network Manager which could improve efficiency.
- Investigating discrepancies and assist in reconciling the differences.
- Identifying roadblocks and assuring that Network Managers are informed.
- Able to use a digital camera, lap-top computer and mobile mapping software in the field in order to consult the customers latest records.
Conduct Safety Inspections
- Conduct on site safety inspections with technicians as required by the customer, record and input said findings into customer’s data systems.
- Coordinate with Network managers which technicians need inspections completed.
- Follow up with Network Managers, any safety deviation found that warrants re-training.
Complete Performance Rides
- Inspectors will ride with technicians to monitor the technician’s capabilities, knowledge, and skill level, as well as look for opportunities for coaching. Rides will be determined and scheduled by the Network Manager and our customers Network Operations.
- Electronic rides will be conducted per local Network Managers assessment of those technicians that qualify. Items to look for when conducting a ride are: List any notes relating to roadblocks that were encountered. Was dial tone waiting on the correct cable pair? Was the assigned pair defective? Did the technician use their digital test equipment? Positive comments should be made concerning job planning whether good or bad. The first ride is the assessment ride and the employee should be observed without coaching by the Inspector, unless a safety issue develops.
Perform Work Center Inspections, Capital Tool, and Plug Inventories
- When requested, Inspectors shall perform on site Work Center inspections and report all finding to the appropriate Building Manager.
- Conduct both Capital Tool and SLC card (Plugs) Inventories when requested by the Network Managers and enter into systems when requested.
BCI-01 Broadband Contract Inspectors
- Inspector shall have knowledge and be able to use Evaluation Sheet check list provided by the customer to conduct onsite evaluation of Broadband Installation by Broadband Contractor.
- The installation could be to install a DSL, IPDSL, VOIP or Customers modems.
- Inspector must be familiar with Broadband installation contracts.
- Able to use a lap-top computer and a cell phone.
